The opportunity

This position is responsible for leading and continuously improving the operation and performance of the water distribution network to ensure the safe, reliable and efficient delivery of water services to more than one million customers each day. It provides leadership to the Water Network Operations Team, overseeing operational delivery, workforce capability development, incident response and continuous improvement, while working closely with Melbourne Water and other retailers. The role manages network performance through data-driven insights, pressure and flow optimisation, and the response to high-risk incidents, while ensuring compliance with the Safe Drinking Water Act, Regulations and the GWW Drinking Water Risk Management Plan through effective operationalisation, HACCP optimisation and continuous improvement. It plays a key role in embedding robust risk management, supporting asset and maintenance planning, enabling capital works, commissioning new assets and maintaining operational readiness, all while fostering a strong safety culture and improvement mindset to protect people, water quality and public health.

Responsibilities

  • Ensure compliance with the GWW Drinking Water Risk Management Plan through development and delivery of the Drinking Water Annual Operating Plan, while maintaining industry best-practice knowledge to manage emerging risks and drive continuous improvement.
  • Lead and support asset management excellence by optimising and standardising operational processes, executing and improving Asset Management Plans, and driving initiatives that enhance asset reliability, lifecycle management and cost efficiency.
  • Lead and support a team of Network Operators and Engineers to safely and efficiently operate the water network in line with the Asset Management System and Annual Operating Plan, resolving complex outages and managing operational risks and emergency responses.
  • Ensure high-quality, compliant service delivery by meeting Safe Drinking Water Act requirements, Essential Services Commission standards, GWW KPIs and QA audit outcomes, while supporting escalated incidents and stakeholder reporting.
  • Manage operational and capital budgets ($3.0M OPEX, $2.0M CAPEX), demonstrate commitment to GWW's values and customer service, and provide effective leadership through workforce development, resourcing and operational oversight across multiple sites.

Skills & Experience

  • Extensive water industry experience across operations, maintenance, planning and customer service, with strong knowledge of Safe Drinking Water Act and EPA Act compliance requirements.
  • Demonstrated leadership and frontline management capability, including supervising teams, guiding performance, building capability and fostering a collaborative, high-performing work environment.
  • Strong operational and problem-solving skills, including appraising information, planning and prioritising work, handling unplanned events and developing practical, effective solutions.
  • Proven financial and systems capability, including preparation and control of budgets and proficient use of asset management and operational systems (e.g. EAM, SCADA, CARE, GIS, Microsoft Office).
  • High professional integrity and communication skills, with the ability to provide trusted advice, work cooperatively with stakeholders, and consistently deliver on commitments in complex and high-pressure environments.
  • Civil, Mechanical or Process Engineering degree
